治理提案是什么？What is a governance proposal?

学习目标：学完你能说清一条治理提案从想法到执行要走哪些步骤，以及怎么判断提案是否真被执行。Learning goal: after this lesson you'll be able to explain the steps a governance proposal goes through from idea to execution, and how to tell whether a proposal was really carried out.

大白话In plain words治理提案就是「我建议改点啥」的正式动议，要经过公示、讨论、投票，通过后才由合约执行——而不是谁想改就改。A governance proposal is a formal motion that says "I suggest we change something". It goes through public posting, discussion and a vote, and only after it passes is it executed by a contract — not just whatever anyone feels like changing.

治理提案是社区成员就生态某项改动发起的正式动议，比如调整参数、动用国库、上线新功能。它是 DAO 治理落到实处的载体。A governance proposal is a formal motion raised by community members about some change to the ecosystem — for example adjusting a parameter, spending from the treasury, or launching a new feature. It's how DAO governance actually gets put into practice.

一条规范的提案通常走这几步：提案 → 公示讨论 → 投票 → （通过后）执行。在起源里，投票靠治理代币 GLGNS 和治理 NFT，投票达到门槛并通过后，改动才被执行。A proper proposal usually goes through these steps: propose → public discussion → vote → (once passed) execute. In ORIGIN, voting relies on the GLGNS governance token and governance NFTs; only after the vote reaches the threshold and passes is the change executed.

怎么判断提案是不是「玩真的」？看两点：How can you tell whether a proposal is "for real"? Look at two things:

是否真的发起了链上/公开投票，还是只停在「提案」阶段没下文。Whether an on-chain / public vote was actually held, or it just stalled at the "proposal" stage with no follow-up.
通过后是否真的执行了（能在链上看到对应的操作交易）。Whether, after passing, it was actually executed (you can see the corresponding transaction on-chain).

提醒：有些生态会有「提案很多、真正投票和执行很少」的情况。别只看「我们有治理」，要看提案从想法到执行这条链条是否完整、可核实。A reminder: some ecosystems have "plenty of proposals but very little real voting and execution". Don't just take "we have governance" at face value — check whether the whole chain from idea to execution is complete and verifiable.

案例Example社区提议「把某奖励从每 6 小时改为每 8 小时」。规范做法是发提案、公示、持 GLGNS/治理 NFT 的人投票，通过后由合约执行——你可以在链上找到这笔执行交易来验证它确实落地了。The community proposes "change a certain reward from every 6 hours to every 8 hours". The proper process is: post the proposal, make it public, let holders of GLGNS / governance NFTs vote, and after it passes have the contract execute it — you can find that execution transaction on-chain to confirm it really happened.
